The news will come as a shock to United who had hoped to secure the signing of the Chilean midfielder before Monday's transfer deadline.
Negotiations with the player are thought to have been at an advanced stage, with personal terms agreed.
But his apparent reluctance to leave the Italian club will come as a major blow for United boss Louis Van Gaal as he tries to strengthen United's midfield.
Van Gaal is ready to jettison the misfits he does not want over the weekend and is poised to make more signings by 11pm on September 1 - to take the Old Trafford giants' spending this summer through the £150million barrier.
Speaking as United unveiled £59.7m British-record signing Angel Di Maria, new manager Van Gaal said he had warned his squad there would be new faces and the framework of a new team in place by Tuesday morning.

He is the face of terror. A ruthless leader with a twisted ideology. And the sadistic architect of a campaign of mayhem and misery. And yet, very little is known about Abubakar Shekau, the leader of Boko Haram. He operates in the shadows, leaving his underlings to orchestrate his repulsive mandates. He resurfaces every once in a while in videotaped messages to mock the impotence of the Nigerian military. And he uses his faith to recruit the impressionable and the disenfranchised to his cause. He is a religious scholar Shekau was born in Shekau village that borders Niger. He studied under a cleric and then attended Borno State College of Legal and Islamic Studies for higher studies on Islam. That’s why he’s also known as ‘Darul Tawheed,’ which translates to an expert in monotheism, or the oneness of Allah. Place of birth: Yobe State
