The news will come as a shock to United who had hoped to secure the signing of the Chilean midfielder before Monday's transfer deadline.
Negotiations with the player are thought to have been at an advanced stage, with personal terms agreed.
But his apparent reluctance to leave the Italian club will come as a major blow for United boss Louis Van Gaal as he tries to strengthen United's midfield.
Van Gaal is ready to jettison the misfits he does not want over the weekend and is poised to make more signings by 11pm on September 1 - to take the Old Trafford giants' spending this summer through the £150million barrier.
Speaking as United unveiled £59.7m British-record signing Angel Di Maria, new manager Van Gaal said he had warned his squad there would be new faces and the framework of a new team in place by Tuesday morning.
The Reds are working on offloading Anderson, Shinji Kagawa, Javier Hernandez, Danny Welbeck, Tom Cleverley.
Wilfried Zaha is already out the door, having rejoined previous club Crystal Palace on loan on Thursday and there is reported interest in Cleverley from Aston Villa and Hull, while Kagawa is set for a return to former club Borussia Dortmund.
