But, even though Khedira has just a year left on his contract at Real Madrid, the Gunners are not willing to be held to ransom by his demands for £150,000-a-week before bonuses.
The salary would lift the 27-year-old - who has so far rejected a new deal at the European champions - above the likes of Sanchez and Mesut Ozil, both of whom are on around £130,000-a-week.
Elsewhere, Arsenal expect to sign TWO right-backs this week - France international Mathieu Debuchy of Newcastle and Atletico Madrid youngster Javier Manquillo.
The capture of Debuchy is dependent on the Magpies completing a £6m deal to sign Feyenoord World Cup star Daryl Janmaat to replace Debuchy.
Manquillo, 20, can play on either flank and in midfield.
The arrivals of the two players will mean a loan move for the Gunners' young right-back Carl Jenkinson, to gain more top flight playing experience.
Wenger remains keen on a £3m move for Colombia World Cup keeper David Ospina after relegated Cardiff demanded a massive £10m for David Marshall.

He is the face of terror. A ruthless leader with a twisted ideology. And the sadistic architect of a campaign of mayhem and misery. And yet, very little is known about Abubakar Shekau, the leader of Boko Haram. He operates in the shadows, leaving his underlings to orchestrate his repulsive mandates. He resurfaces every once in a while in videotaped messages to mock the impotence of the Nigerian military. And he uses his faith to recruit the impressionable and the disenfranchised to his cause. He is a religious scholar Shekau was born in Shekau village that borders Niger. He studied under a cleric and then attended Borno State College of Legal and Islamic Studies for higher studies on Islam. That’s why he’s also known as ‘Darul Tawheed,’ which translates to an expert in monotheism, or the oneness of Allah. Place of birth: Yobe State
