The news will come as a shock to United who had hoped to secure the signing of the Chilean midfielder before Monday's transfer deadline.
Negotiations with the player are thought to have been at an advanced stage, with personal terms agreed.
But his apparent reluctance to leave the Italian club will come as a major blow for United boss Louis Van Gaal as he tries to strengthen United's midfield.
Van Gaal is ready to jettison the misfits he does not want over the weekend and is poised to make more signings by 11pm on September 1 - to take the Old Trafford giants' spending this summer through the £150million barrier.

Former Minister of the Federal Capital Territory, FCT, Mallam Nasir El-Rufai, has lost one of his sons in a car crash. Hamza El-Rufai died Tuesday morning in Abuja. The former Minister and Chieftain of the All Progressive Congress, APC, broke the news on his faceboook page today. El-Rufai wrote: “From Allah, we came and to Him we shall return.
