Fernando has cut short his holiday in Brazil to complete his £16million move to Manchester City.
Fernando, 26, has returned to Portugal and is waiting for the nod from Porto to fly to Manchester to complete his move.
His agent Antonio Araujo said: "Fernando is in the city of Porto and is waiting for FC Porto to tell him the transfer documents are completed and he can travel immediately."
City are believed to have agreed an initial £12million fee for the defensive midfielder rising to £16million with add-ons.
The Blues anticipate no problems with Fernando's move and expect to confirm him as their first summer signing by the weekend.
The Premier League won't be graced with the presence of Jeremy Menez next season, with the Frenchman heading to AC Milan.
The 27-year-old is out of contract at Paris Saint-Germain this summer and had been linked with both Arsenal and Liverpool.
But he claims he is on his way to the San Siro and has spoken of his excitement at the move.
Menez told MilanNews.it: "Why Milan? Because they are a great team and a great club.
"I hope to do well here. I haven't spoken to any of the French players at Milan yet."
Jose Mourinho believes Cesc Fabregas to his Chelsea side is a done deal.
And the Blues even hope to announce the World Cup-bound Spain midfielder's £27million transfer from Barcelona before the end of the week.
It will be a massive blow to Arsenal fans to see their former captain go to one of their biggest rivals.
But Chelsea have struck a deal with Barca - and the Gunners decided not to activate the "first option" clause in the deal that took him from the Emirates to the Nou Camp three years ago.

But according to the Express, Louis van Gaal is ready to turn his attentions to his teammate, who could be available this summer.
Schweinsteiger played under the Dutchman during his spell in Bavaria.

Dejan Lovren is prepared to force through a move to Anfield this summer, according to the Daily Mail.
So determined is the Croatian to leave Southampton that he has handed in a formal written transfer request to the club.
Via email the central defender notified executive director Les Reed and chairman Ralph Krueger of his intention to move on this summer on May 30.
The club remain keen to keep hold of the 24-year-old and are in a relatively strong bargaining position with several years remaining on his contract.
Indeed, Lovren only joined the club 12 months ago and should he leave would command significantly more than the £7m Saints paid Lyon last summer.

According to the Telegraph, Arsene Wenger has flown out to Brazil to cast an eye over a list of potential strikers - in particular Bayern's Mario Mandzukic.
The Croatian has admitted he will leave Bavaria this summer as rumours of a fall-out with boss Pep Guardiola continue to surface.
And with Arsenal planning to sign at least one striker, the 28-year-old is high on their wishlist.
Mandzukic won't play in this evening's tournament opener with Brazil but Wenger will cast an eye over him in Croatia's remaining games.
